ebuild for MP3::Tag Perl module

Also, it might be helpful to bind this package to the name 'tagged' as well, so
if  a user decides they want to `emerge tagged` (another name for this package),
they will get this.  Not quite sure how to do this via the portage system,
though . . . 

Couldn't ascertain what LICENSE this package should be.

The author e-mailed me back and said that this package is subject to the same licensing terms, etc. as perl itself.  Perl is marked as Artistic GPL-2 license in portage . . . so is that what this ebuild should be marked as, too? or is there a 'perl' license?

g-cpan.pl MP3::Tag installs this package correctly, and nothing outside dev-perl
depends on it, so I think this one should wait for Portage <-> CPAN integration.
