The author e-mailed me back and said that this package is subject to the same licensing terms, etc. as perl itself. Perl is marked as Artistic GPL-2 license in portage . . . so is that what this ebuild should be marked as, too? or is there a 'perl' license? g-cpan.pl MP3::Tag installs this package correctly, and nothing outside dev-perl depends on it, so I think this one should wait for Portage <-> CPAN integration.
