Will attach an ebuild that combines gentoolkit and gentoolkit-dev with USE='dev' to determine if the -dev scripts should be installed.

I'm going to wait and apply this with gentoolkit-0.3 (which will be after 0.2.4 is released as stable).  We need to figure out the best way to merge the packages and it is a major change to the ebuilds in the tree.

For now, we've decided to keep them split into separate packages.  If we change our minds later, we can open a new bug or reopen this one.
