During an install from stage1 using the nostage CD and downloading the stage1
tarball (rc6), there is no "make.conf" in /mnt/gentoo/etc.  This breaks two
things, (1) running env-update and (2) running emerge rsync.

I think all that needs to happen is that a "touch /mnt/gentoo/etc/make.conf"
should be added to code listing 8.1.

Copying the make.conf from the boot CD fixes the env-update stage, but
specifically doesn't fix the emerge rsync stage.

Steps to Reproduce:
1. Boot from nostage CD
2. Install following step-by-step instructions for PPC on www.gentoo.org
3. Install will break at "env-update" stage.  Copying the make.conf from /etc on
the miniroot fixes this stage but not the next one.
4.  Install breaks again at "emerge rsync".  Touching an empty "make.conf" fixes
this.

Actual Results:  

Install fails at "env-update" and again at "emerge rsync".

Expected Results:  

Install, compile, and run. :)

OK, touching the empty file gets you past "emerge rsync" but then you still don't have a real make.conf to proceed with.  I suspect what really needs to happen here is that a default "make.conf" needs to end up in the stage1 tarball...
