net-misc/whois-4.7.24 ignores the LINGUAS variable set in make.conf

Reproducible: Always

Steps to Reproduce:
1. set LINGUAS="en en_GB sv sv_SE" in make.conf
2. emerge net-misc/whois
3. Watch when emerge merges the changes to the filesystem

This is going to be an issue with all packages. if your LINGUAS is set to a language that the package itself doesn't provide, then it will default to install all of them. I hate it.. Diego will tell you why it is.
