While unpacking with zip, unzip in gentoo I get error message "caution: file name not matched: ?wiczenie.doc"

Reproducible: Always

Steps to Reproduce:
1. Get some zip file packed under Windows with non-english locale 
2. try to unpack it in Gentoo 
3.



Expected Results:  
simply it should work

applying patch from https://bugzilla.altlinux.org/attachment.cgi?id=1402 solve this problem
