rc-status should sort entries by the order that they are run, i.e. by boot order based on dependencies and pre-requisites.

Why? Because there is no simple way to show this, and the old ls -1 /etc/rc3.d/ trick won't work on Gentoo.

There are no plans to fix this in baselayout-1.

Can you please upgrade your system to baselayout-2 and openrc and let us
know if this is still an issue?
