provide sigscheme, which was split off from uim.

"Please report us if you find a problem. And if you have a time, run
'make-report.sh' and send us the result regardless of PASSed or FAILed. It
greatly helps the development, especially for non-PC platforms."

SigScheme-0.8.3 ebuild

This is a possible ebuild for sigscheme-0.8.3.  I tested it with various use-flags enabled and everything seemed to compile / install / merge fine.  I tested the minimal use flag and the total install space dropped from 1004K to 692K so I would assume that it worked at some level (I am basing this on their "small" configuration).  I also ran their make-report.sh after compiling and all tests passed.
