games-arcade/smc depends on dev-games/cegui which depends on dev-libs/libpcre.
If dev-libs/libpcre isn't build with USE="unicode" dev-games/cegui crashes and therefore games-arcade/smc as well.

games-arcade/smc-1.4 needs some built_with_use lovin'

Yes I think also games-arcade/smc-1.3 has same problem. Secret maryo works fine when dev-libs/libpcre unicode flag is enabled.
