Bug 203288 – net-wireless/bluez-utils not hotpluggable by default

Comments in /etc/conf.d/rc relating to RC_PLUG_SERVICES state that all services will be allowed via hotplug by default, as RC_HOTPLUG has to be explicitly set to "yes".  I have RC_HOTPLUG set to "yes", but the bluetooth services are only started when I plug in my USB bluetooth adapter if I explicitly set RC_PLUG_SERVICES="bluetooth" - not if I comment the value out or set it to "".
This is with baselayout 2.0.0_rc6 and udev 115-r1 on amd64.

Reproducible: Always

Steps to Reproduce:
1. Enable RC_HOTPLUG
2. Set RC_PLUG_SERVICES to "" or commented out
3. Plug in a device which should trigger a service

Actual Results:  
Service not started

Expected Results:  
Service should start, as rc.conf says an empty RC_PLUG_SERVICES means all services are allowed

You didn't post your ebuild version; assuming you are using stable net-wireless/bluez-utils then according to your ACCEPT_KEYWORDS. Not a baselayout bug anyway.
