Glyph 9216 is called ".notdef", a singularly inept choice of name (only glyph 0
 may be called .notdef)
FontForge will rename it.

fontforge segfaulting for you is not a font bug. Recompile media-gfx/fontforge with saner flags and try again. If that doesn't help, then post fontforge version, run the command manually, attach a backtrace and reopen.
