Bug 201769 – sys-apps/portage-2.1.3.19: /etc/portage/package.mask values should be used over /etc/portage/package.unmask

For example, I want to use all dev-lang/tcl and dev-lang/tk masked versions, then, I have the following in my /etc/portage/package.unmask:

dev-lang/tcl
dev-lang/tk

But amsn-0.97_rc1 doesn't work with tcl-8.5_beta3 and tk-8.5_beta3, then, I want to mask these EXACT versions. I add these lines to package.mask:
=dev-lang/tcl-8.5_beta3
=dev-lang/tk-8.5_beta3

The problem is that portage doesn't downgrade tcl/tk version because I have them in package.unmask.

I suggest that the priority order should be:
1º /etc/portage/package.mask
2º /etc/portage/package.unmask

Or, maybe, lines with exact versions "=" or "<=" ">=" should be used with higher priority than names without them

No it really absolutely shouldn't; it would make unmasking things masked without a version in profiles impossible. Fix your configuration.
