In the past, hotplug had a blacklist to prevent hotplug managing modules.  This went away with udev which makes use of modules-init-tools to prevent autoloading of modules.

With the bug fix for #192201 module-init-tools-3.4 now makes the blacklisting behavior even more complex.
1) i don't want udev to load my alsa drivers so i blacklist my sound card module
2) alsa drivers are loaded via snd-card-X alias in alsasound script
3) new blacklisting behavior with module-init-tools-3.4 now blacklists ALL aliases
4) result is alsasound is unable to load snd-card-X because the alias is blacklisted.

This seems less than ideal.

Don't see what's so complex about the idea that blacklist is a blacklist. If you dislike this, then talk to udev upstream to provide something better, load the modules manually or don't blacklist them. A blacklist that's ignoring the aliases of modules is an inconsistent behaviour that doesn't make any sense and defeats the whole purpose of the blacklist.
