The tip(1) utility will not start until and unless the /var/spool/lock directory is created.

Reproducible: Always

Steps to Reproduce:
~ # tip sio0

Actual Results:  
/var/spool/lock/LCK..cuad0: No such file or directory
Can't open lock file.
all ports busy


Expected Results:  
~ # mkdir /var/spool/lock
~ # tip sio0
connected
