Not sure if this is the right bug, sorry if not, but 
sys-apps/hal-0.5.9.1-r3 
should depend on 
dev-perl/XML-Parser
else econf will crash with:
checking for XML::Parser... configure: error: XML::Parser perl module is required for intltool

Actually, that sounds like an issue with intltool. What version of that do you have?

It is marked -mips, so why is mips cced?
