With the dvi useflag enable, app-text/evince-2.20.1 currently pulls in app-text/tetex as a dependency. This conflits with several dependencies of app-text/texlive, even though it is a replacement of TeTeX.

No it doesn't, it depends on virtual/tetex. package.mask app-text/tetex if you want something else.
