evolution-2.12.1 fails to build. /usr/bin/xml2po appears to fail to 'import libxml2' because 'No module named libxml2'

Reproducible: Always

Steps to Reproduce:
1. # emerge --oneshot -av  mail-client/evolution

evolution fails to build
