apcupsd-3.10.18-r1 puts its man page in /usr/man/man8.  It should be in /usr/share/man/man8.

Reproducible: Always

Steps to Reproduce:
1. Install apcupsd-3.10.18-r1
2. Observe that /usr/man/man8/apcupsd.8.bz2 gets created
3. Notice that all the other man pages for section 8 are in /usr/share/man/man8/

Been fixed in >=3.12.3 already, see Bug 179998 wrt stabilization.
