XML-RSS-1.30 doesn't appear to exist on CPAN anymore -- 1.31 does. Just renaming the 1.30 ebuild seems to fix the problem, so I won't bother including a patch or ebuild.

Well, it's not just an enhancement -- dev-perl/XML-RSS-1.30 doesn't exist, so it's causing 404 errors on emerge... This should be treated as a bug. If you're (understandably) not willing to bump 1.31 on short notice, then please downgrade it to a version that exists on CPAN.
