When you update to the latest x11-misc/xkeyboard-config-1.1 kxkb stopped working at all. You can enable the layout module in kcontrol-center but it shows Off systray icon instead of the current language flag and the multimedia keys aren't working. 

Reproducible: Always

Steps to Reproduce:
1.emerge -u xkeyboard-config
2.update config files in /usr/share/X11/xkb directory
3.Restart the layout module(disable, enable)

Actual Results:  
Cannot change the layout and the multiemdia keys aren't working
