bitlbee 1.1 has not yet been released, yet bitlbee-1.1.ebuild exists and uses an oldish snapshot.

The ebuild use the development release that is on the website.
As it is specify in the news it is a release to encourage people to try this new code. The branch 1.1 is like the odd-versioned Linux kernels.
So I would not this ebuild be mark stable but I think it is a good thing to have it in the tree to test it.
