1.  RESTRICT variable within ebuilds - So that mirrors do not mirror the actual
source archive.

2.  Include a 'agree-to-high-export' and 'agree-to-low-export' USE variables
that, if set, will build high encryption or low encryption enabled applications.
 If it isn't set it should default to returning an error message with a license
of somesort.

PLEASE REMEMBER THAT EXPORT/IMPORT AND/OR USE OF STRONG CRYPTOGRAPHY
SOFTWARE, PROVIDING CRYPTOGRAPHY HOOKS OR EVEN JUST COMMUNICATING
TECHNICAL DETAILS ABOUT CRYPTOGRAPHY SOFTWARE IS ILLEGAL IN SOME PARTS

we have mirror RESTRCTing now ... as for the other, draw up a list of packages
that would be affected and we could implement a global USE flag
