On two different systems, I've had packages fail during the emerge. I then have
fixed the problem (java-config settings, emerged perl module with new perl
version, etc.) and returned to emerge -vu world. The package that previously
failed is skipped and I have to emerge it manually.

Reproducible: Always
Steps to Reproduce:
Hard to reproduce as emerge rarely fails.


Expected Results:  
emerge -vu world should restart with the failed package

How is portage failing?

Use flag changes can cause this... as can partially completely merges.
