Currently, gnome-power-manager has a dep on ~app-text/docbook-xml-dtd-4.3 even if USE="-doc", I've tried to unmerge docbook-xml-dtd-4.3 and re-emerge g-p-m again and seems that everything works ok

4.3 is needed to generate the help pages for gnome help system.  We don't consider these to be optional docs, so the dep isn't optional.  Actually, the 4.1 version is needed to generate man pages, which we usually don't consider optional either; however, I'm not going to change that one at this point.

Optional docs are programmer or interface docs (such as the dbus interface docs in this package), not end-user docs for how to use the program.
