At the end of what exactly? Of the list of packages? Why should emerge show completely incorrect order just because something is fetch-restricted? We can show it in a different format though, similar to the way that blockers are shown with their own format. Anyone still wants something to be done here? Emerge's output always uses some sort of order. Putting fetch restricted packages at the end would break that. Once in the normal order and also displayed differently at the bottom like the blockers are. The question is if we need this at all, since we have 'F' in the merge list now.
