Maybe emerge grub is not necessary in 23.Configure a Bootloader (configuring grub) 
chapter cause grub is installed during emerge system.

Invalid: system requires virtual/bootloader. When installing Gentoo, Grub isn't per default installed. You still need to install it (or LILO) manually. Afterwards, GRUB (or LILO) will fill the role of virtual/bootloader and will therefor be listed. But as long as you don't explicitly emerge GRUB or LILO, it will not show up in system.
