Having only used GNOME I figured I would give KDE a try, but when I try to emerge it, =kde-base/kdebase-3.5* blocks kde-base/khelpcenter-3.5.5, and =kde-base/khelpcenter-3.5* blocks kde-base/kdebase-3.5.5-r4, meaning I can't install it.

This is not a bug as far as i can tell. It is just the difference between monolithic and splitted ebuilds. Check that URL - http://www.gentoo.org/doc/en/kde-split-ebuilds.xml . Someone mark this as INVALID/RESOLVED please.
