I'm not sure how mktemp went away, but since there's an ebuild for it, the quilt ebuild should probably list sys-apps/mktemp as an RDEPEND.

I think it went to a seperate package (was initially in debianutils iirc). Anyway, I'm committing the fixed ebuild as we speak.
