During the install process, right after I select my time zone and host name, I receive the following error:

getdeplisterror :fatal: get_deps: dep list is empty

And attributed this error to mean that my portage tree was not built. I checked the /var/log/install.xxx file and that was indeed the only error listed.

This happens in Standard mode without networking. It's happened the past five times I've tried, but randomly *doesn't* fail. In (literally) about 20 attempted installs I've succeeded twice.

Whenever this error occurs, it send me to a screen that gives me four options. Retrying the step never works. I always have to abort the install.

Reproducible: Sometimes

Steps to Reproduce:
1. Select a Standard install without networking enabled. (With networking throws a different error later in the process.) Don't provide a custom config file when it asks in the beginning.
2. Just input standard selections to all the prompts.
3. Shortly after you set the time zone, the problem will occur.
Actual Results:  
I got the "getdeplisterror :fatal: get_deps: dep list is empty" error.

Expected Results:  
It should've continued installing.
