"emerge dircolors" fails with "404 Not Found" errors at all mirrors I have
checked.  Manual checking of the mirror confirms that dircolors-1.0.tar.bz2 is
not present.

Here is the missing dircolors package containing the latest version.

Please note that the SRC_URI is also wrong: it now only has the package name in it. Once the package has been added to distfiles, it should be changed to:

SRC_URI="mirror://gentoo/${P}.tar.bz2"
