What's your /var/tmp/dev-perl/PlRPC/ look like (that's where the perm problem is, not with perldoc)

This was fixed in PlRPC-0.2020-r1 (June 25th 2007 -- the day you reported it...), by mcummings/cardoe.
Thanks for reporting, and sorry this bug wasn't closed on time :-)
