Cups requires X use flag for web gui. Use of a low end system to compile X dependencies just for cups web gui does not make sense. A browser can be used remotely to manage cups which should not require X on the cups server.

Uhm? No it doesn't; it requires xdg-utils for the desktop file that will launch your browser to work, that's all. If you dislike it, then don't enable the flag.
