When I emerge mozilla-firefox, the emerge fails with "XML::Parser perl module is required"

Note that Perl is not something I have emerged - if it exists on my system it's been pulled as a dependency.

Note also that I do not have very many things in world at the moment.

1. emerge mozilla-firefox

Actual Results:  
XML::Parser    perl module is required
