Bug 18225 – emerge foomatic fails at install-man step

Repeated attempts to install foomatic have failed at the same step: install-man.

Failure has occurred in identical manner despite modifications to make.conf, and
whether the stable or unstable version of foomatic is emerged.

Reproducible: Always
Steps to Reproduce:
1. Open a console.
2. Type "emerge foomatic"
3. Hit "Enter"
Actual Results:
