webapp-config tracebacks when someone tries to use it on non-webapp (see Bug 182093), also the same likely happens with any webapp version that's not recorded in /var/db/webapps/. 

It should spit-out some nice error message pointing users to their mistake instead.

Its an old bug but its worth seeing if its still relevant to 1.50.16-r4 and above.  Some exception handling should fix this.
