HTB patch had already been merged to the vanilla kernel, but there is also 
another patch that should be applied to iproute

Status: INVALID

The patch you link into is already included inside the debian8 patch that is applied to iproute presently.
/usr/portage/distfiles/iproute-20010824-debian8.diff.bz2
