when you open a picture and use any tool on it, gimp crashes, but it doesnt crash when you simply click on the image and dont move the tool. i tested it with gimp-2.2.14 and gimp-2.3.16.

Reproducible: Always

Steps to Reproduce:
1. start gimp, open image
2. select any tool
3. press the left mouse button and move around the image

Actual Results:  
gimp crashes:
