The file /etc/udev/rules.d/75-persistent-net-generator.rules contains a rule for ath* devices that runs persistent_net_generator_do. With wlanconfig the user specifies the device name. wlanconfig returns the specified device name, but udev renames it, so scripts subsequently fail.

Solution appears to be to remove ath* from 75-persistent-net-generator.rules

The problem may also exist in later udev versions, I haven't checked.
