Change the sandbox policy of webapp-config for hooks:

- Allow usage of useradd, userdel, groupadd, groupdel
- If possible, disallow any other access to /etc/passwd, /etc/group than by the tools above

User/Group creation/deletion is needed by applications like OTRS which require to have a system user for running cronjobs etc.

Why shouldn't this be webapp-config's business? Who's doing the 'dirty work' else when installing a webapp instance?
