In the location bar I enter: man: bash
Konqueror says:
KDE Man Viewer Error

No man page matching to bash found. You can extend the search path by setting
the environment variable MANPATH before starting KDE.

$ echo $MANPATH
/usr/share/man:/usr/local/share/man:/usr/share/gcc-data/i686-pc-linux-gnu/3.2/man:/usr/X11R6/man:/opt/blackdown-jdk-1.4.1/man:/usr/qt/3/man:/usr/wine/man:/usr/winex/man

you should try man:bash - without blank space between man: and bash... 
 
it works for me and i am also using kde 3.1.1, so this is probably no bug at all!
