Removing 'apache ' on line 26 of /usr/portage/dev-php4/pecl-apc/pecl-apc-3.0.13.ebuild and /usr/portage/dev-php5/pecl-apc/pecl-apc-3.0.13.ebuild fixes the problem for me (after regeneration of the digests of course). Sorry, but i don't know how to create a patch to fix this. Apache 1.X support was removed from dev-lang/php and Gentoo, and I forgot to update those lines in the PHP extension ebuilds, sorry.
