it is running, updating from the default non-member mirror and I have
verified it is updating at 0 and 30 each hour and I am able to update my
personal portage from it just fine.

added IP to the rsync1.us.gentoo.org access list -- emailed admin asking him to sync against that mirror.  will monitor for a couple days then add to the rotation.
