As reported in Gentoo-user mail list by Dhruba Bandopadhyay 
<dhruba@codewordt.co.uk> the correct code should be: 
 
SYNC="rsync://rsync.us.gentoo.org/gentoo-portage" 
 
I've verified this works with the rsync.au.gentoo.org domain.
