UnrealIRCd has some compile options, that are defined by people manually by running the configure-wrapper script "./Config", however in Gentoo this is not part of the process and some defaults are assumed. I wanted to enable a feature that is disabled by default in the ebuild, and couldn't, so here is a patch that adds a USE flag to support this option.
