the source package is named libnl-0.5.0.tar.gz but the real version is 0.5.1. From configure.in:

AC_INIT(libnl, 0.5.1, tgraf@suug.ch)

 # qlist libnl | grep libnl
/usr/lib/libnl.so.0.5.1
/usr/lib/libnl.so.0
/usr/lib/libnl.so

Then you should report this upstream, not a Gentoo fault.

I sent an email to author and it looks like its fixed in 1.0_rc.
