Perhaps have some way for "emerge -up program" query a rsync server to see if a
new version is avaliable, and if so, download it. Have it do the same for all
dependancies.

Some form of extensive load balancing will be required, such as using a
round-robin DNS like it does now, but of course honoring anything in the
GENTOO_MIRRORS variable.
