Doing emerge -e system on a new Gentoo/FreeBSD install, I get a file collision on /usr/lib/charset.alias when emerging sys-devel/m4-1.4.9 - the existing file is owned by dev-libs/libiconv-1.11

Reproducible: Always

Steps to Reproduce:
1. Install Gentoo/FreeBSD
2. emerge -e system
3. Collision
