It doesn't appear the hauppauge pvr-150 IR blaster drivers exist in portage.  The steps in the link above tell how to add them.

From the comments on that web page (just for the records):

"Any word on why this fix has not been integrated upstream into the main lirc branch?"
"fab! It’s not integrated because there are potential issues with distributing the database dump. I’m working on it, slowly, but it’s not likely to end up in the main version of lirc any time soon."

Well, as this seems to be some patch giving trouble to a lot people I would rather wait until upstream integrates it.
