nmblookup -A ipadress doesn't return russian names of hosts(worgroup), but smbclient returns normal.(locale ru_RU.utf8). 
Encodings in smb.conf is ok (smbclient -L ipadress) show russian name.
samba version 3.0.24 

Reproducible: Always

This has nothing to do with portage, read the product descriptions.

I looking up in mans,google :) and some other docs. 
But i can't resolve my problem =(
