on rc-status, I got instructions to rerun depscan.sh .   I did this, but nothing changed.  searching, I found that depscan.sh takes a flag named "--update", which was not mentioned in the rc-status error message.  when I ran depscan.sh with the update, it now died because mktemp was not installed.

Solution: [a] emerge mktemp.sh .   [b] I am not sure whether the instructions  to rc-status should add the "--update" flag to 

 * Dependency info is missing!  Please run
 *   # /sbin/depscan.sh
 * to fix this.
