Maybe I am wrong and this is not a bug.

Usually all new ebuilds are listed on the left side on packages.gentoo.org. However, k3b-1.0 was added yesterday (Saturday, 17 Mar 2007). But it is not listed on the left side below Saturday Is this wanted?

This is a feature.  If you notice, each day lists no more than the 100 most recent changes.  This was done to fix a previous bug where it was reported that the list was too long and thus was taking too long to download/render pages.  Can't satisfy anyone.  Anyway if you select the day (http://packages.gentoo.org/daily/2007/03/17/) it will actually list all changes for that day.
